OFFICE FOR THE AGING PROGRAMS
Primary funding sources for the OFA are entitlements under the Federal Older
Americans Act of 1965, the New York State Community Services for the Elderly
Programs (CSE), the New York State Supplementary Nutrition Assistance
Program (SNAP), and the New York State Expanded In-Home Services for the
Elderly Program (EISEP). Programs provided for Orange County seniors through
these entitlements include:
ADULT DAY CARE
For persons who are frail, dependent or isolated, adult day care offers an
organized program of social and health activities in a group setting. The
program gives participants an opportunity to socialize in a stimulating
environment and provides respite for family members.
ADVOCACY
A priority of the OFA is making sure the special needs of senior citizens
are brought to the attention of federal, state and local governments. An
on-going service provided by OFA's staff and volunteers, advocacy activities
include grass-roots input from senior citizens residing in the OFA's service
area.
BILINGUAL INFORMATION SERVICES
The Office for the Aging has bilingual staff to assist older Hispanic
persons access needed services.
CAREGIVER SERVICES
Caregiver Services are dedicated to helping family caregivers take good care
of themselves while continuing to care for their loved ones. Information and
assistance, educational programs, support groups and services providing
respite are available to adults acting as caregivers to elderly individuals,
and to relatives aged 60 and over who are serving as primary caregivers to
children under the age of 18.
CASE MANAGEMENT
Staff coordinates the delivery of non-medical personal care in the home for
older adults whose need for this service is determined by the OFA's Case
Manager in accordance with State guidelines through the Expanded In-Home
Services for the Elderly Program (EISEP). This program is a sliding-scale
fee-for-service program for non-Medicaid older adults.
HEALTH PROMOTION, EDUCATION, HOUSING
The Office for the Aging provides health-related activities through the
annual Senior Games, the Wellness Volunteer Exercise, Osteoporosis
Prevention and Line Dance Programs.
HEALTH SCREENING
Health education, information and screenings are provided at many Dining
Programs and Senior Centers in the County. Objectives are to promote chronic
disease management, improve medication administration; screening for
hypertension; and to provide education and information on preventable
diseases.
HOME ENERGY ASSISTANCE PROGRAM (HEAP)
This program provides assistance with fuel/utility costs to low income older
adults whose eligibility for this benefit is partially based on income.

HOMEMAKING/PERSONAL CARE and HOUSEKEEPING/CHORE SERVICES
Trained, supervised personnel are available to assist older people needing
non-medical help in the home with their personal care in the areas of
bathing, dressing, and grooming. Personnel are also available to assist with
such activities as housekeeping, laundry and meal preparation.
INFORMATION AND ASSISTANCE
The Office for the Aging provides current information on opportunities and
services available, defines the problems and capacities of the individuals,
counsels individuals and provides linkages to the opportunities and services
that are available, and to the extent
possible, ensure that the individuals receive the services they need.
IN-HOME CONTACT AND SUPPORT
For the many older persons in Orange County that lives alone, OFA sponsors
services and activities designed to provide support to homebound individuals
and people with limited ability to leave their homes. A Friendly Visitor
program that offers regular telephone contact, in-home visits, and shopping
assistance is available.
LEGAL SERVICES
Legal questions and problems on a wide array of topics are resolved through
professional legal representation. Priority areas for legal assistance
include Insurance Issues, Landlord/Tenant Disputes, Consumer Affairs,
Advanced Directives and Housing Issues.
NY STATE ELDERLY PHARMACEUTICAL INSURANCE COVERAGE (EPIC)
The EPIC insurance program helps persons age 65 and over cope with the high
cost of prescription drugs. EPIC is an inexpensive cost-sharing program,
which can save eligible persons 60% of their prescription drug expenses.
OFA ADVISORY COUNCIL
The OFA Advisory Council is a working council appointed by the County
Executive and the Orange County Legislature. It is composed of prominent
senior citizens and community leaders and meets six times per year to review
activities of the OFA and to advise on aging programs and policies.
PHOTO IDENTIFICATION CARD
Many local merchants voluntarily provide discounts on merchandise and
services with proof of age. Airlines now require a photo ID issued by a
government entity for air travel. One form of identification is OFA’s
Identification Card, which serves both purposes, available for a fee of only
$3.00. Cards are issued monthly at the Office for the Aging.
RETIRED AND SENIOR VOLUNTEER PROGRAM (RSVP)
RSVP provides schools, hospitals, non-profit agencies and organizations with
volunteers ages 55+. Volunteers share their knowledge, skills and abilities,
time and talent volunteering with organizations best suited to individual
needs and interests. Program benefits include mileage reimbursement, RSVP
insurance and meal stipend.
SENIOR DINING PROGRAMS
The Dining Program prepares and distributes home delivered meals to eligible
seniors. In addition, the Dining Program operates eight sites around the
County where seniors are served a noontime meal. The Dining Programs offer
social activities, exercise programs and craft groups. Transportation is
available to many Programs.
SENIOR GAMES
An annual event co-sponsored by the Orange County Office for the Aging and
Department of Parks, Senior Games provide fun and friendly competition for
individuals 55 and over. Events include Games Day, Bingo, Track and Field,
Nature Walks, Treasure Hunts and many more activities.
THE SILVER VOICE
The Silver Voice is a newsletter for and about senior citizens. This
newsletter contains health promotion information, as well as other important
information about legal, quality-of-life, safety, and other issues of
concern to seniors.
Each issue is distributed free of charge at many County locations. Contact
OFA to have your name added to the mailing list.
TAX PREPARATION
RSVP and other trained volunteers assist older persons with preparing and
filing state and federal tax forms. Volunteers are certified by the IRS.
TRANSPORTATION
Limited access to transportation for seniors to medical appointments,
congregate meal sites and senior centers and shopping areas is available.
This service is not available in all areas of Orange County.
WEATHERIZATION REFERRAL AND PACKAGING PROGRAM (WRAP)
The WRAP Program serves eligible low-income, energy vulnerable elderly
households. Eligibility for WRAP is based on criteria similar to HEAP.

Transportation also provided for medical offices in the area.
THURSDAY
Provides transportation to Vails Gate. Transportation also provided
to nutrition site in Blooming Grove.
FRIDAY
Provides transportation to Monroe (including connection to Shortline
Trolley), Harriman, and Woodbury Commons. Transportation also
provided for local service in Blooming Grove/Washingtonville
(including nutrition site and senior centers).
SATURDAY
Provides tranportation to Chester/Shoprite Mall area (including
Chester 6 Cinema) the 1st and 3rd Saturday of every month.
